Intended behavior. Used it a lot when I was supporting MS products a few years ago. Easy way to get some text to play with. Don't remember using those numbers though.
 
I guess you could call that an Easter Egg or an undocumented feature... been around since the earliest versions of Word. =rand is a function to generate "random" words, 200 is the number of words per paragraph, and 99 is the number of paragraphs to generate. It was probably originally used by the programmers as a debugging tool... useful for testing formats and macros.

I once managed to crash Office by loading a document longer than 32,767 pages. It doesn't like when you do that.
