remote desktop from outside a restrictive firewall & NAT

I would like to be able to do a remote desktop connection to my computer at school from outside their network. It's a fairly restricive network such as having all p2p ports blocked which I use http-tunnel client to get around.

I've been able to gather some info from google, such as maybe a vpn and some help from www.no-ip.com so I can get an address to connect to. Anyone else have any ideas? Is this even possible?

This program looks pretty good, but I don't think my school allows UDP. I'll have to play with it more to find out for sure.

If it ultimately doesn't, is there any possible way to get a set IP address for my computer that is accessible from outside the network? Latency doesn't matter.
