i have icons on my desktop for restart and shutdown and i wondered if there is anyway to make the icons transparent?

This applies to all of the Desktop items... Control Panel | System | 'Advanced' tab | Performance --> 'Settings' button | 'Visual Effects' tab | Ensure that 'Use drop shadows for icon labels on the desktop' is checked. Also in conjunction to the above setting, right click your Desktop --> 'Arrange Icons By', and make sure 'Lock Web Items on Desktop' isn't checked off.

that is my current setting.
