PSU for friend's budget 3800 x2 rig

I would like any recommendations for a psu for my friend's future amd dc rig.

Parts that he would like:
Vcard - x850xt
Ram - 1GIG Corsair V
CPU - x3800
Mobo - ASUS av8-Mrp

He has 2-3 harddrives (not sure) and 2 cd-roms. He would like to keep the psu in the low range (60-80) as this is a budget system.

I know a budget system with a 3800 should be accompanied with a good psu. But he's trying to save all he can.

And I have a question about overvoltage protection. Does it really work? How does it work? Worth looking into for the psu as well?

Thanks in advance =)

Moved to PSU Section because it's a PSU question.
