AFAIK, PCI Express and PCI (some versions) provide 3.3v power, so anything that uses those could use it. I also believe many boards run the ram off of the 3.3v line. CHipsets and the like may also run off the 3.3v line, it depends on how the motherbaord gets layed out, and what sort of power regualtion they use.
 
I have also seen S-ATA power connectors with 3.3v lines going in them, but not all the connectors have them so im not sure as to if S-ATA hdd's actually use 3.3v...
 
I think that the +3.3V is used for the memory's voltage regulator and maybe slower AGP cards. With an ECS nForce3 mobo, Sempron 2800+, and Radeon 9550 running MemTest86, I measured 3.5A on the +3.3V rail, almost nothing on the +5.0V, and 4.7A on the +12V.
