usb ports not working properly

when i boot up my new pc some times the usb mouse doesent come on i have to unplug it and then plug it back in and it works some times happens with my usb headphones.i got message pop up usb bandwidth exeeded,but on my old pc every thing worked fine.in device manager my usb drivers are all dated 2001 but i cant update the drivers,any ideas please. :bang head
 
Try this-

GO to Device Manager-

Select each USB Root Hub

Select the Power Management tab

Uncheck "Turn off to save Power"

Do this for each USB Root Hub

Select apply.

ive done that its just the same.ive just upgraded the bios aswell to latest version.still the same.could it be my psu.its a 450w with 30 amps on the 12v rail.but it was a cheap one.
 
Also. have you done Windows Update lately?

If not, there may be a driver update available.
