Repair 9800 Pro?

I saw this on ebay -

and I was wondering if anyone knows if it is possible to fix it, Im on a tight budget and it wold be very helpful to get something this cheap

Without knowing what is wrong with it its impossible to tell. If they got these in bulk then it is possible these are cards which do not have working cores on them due to damage in the assembly.
