Are Semprons any good for a budget system?

For a system for Office, browsing, mail and movies they are great value. If you want a budget gaming then low end S939 chip is for you.
There are also S939 Samprons out there so you can later upgrade to dual core chip for example.

They make great budget systems for most tasks, though I would probably advise against them for gaming.

Maybe it's a capacity issue, or they want to wait until they have a bunch of A64s with some failed cache, as the very first batch of semprons have always tended to be binned A64s.

They are very close to the A64's in terms of performance. Only smaller cache. In gaming, they will probably be 10% behind an A64 @ the same clock. DDR2 and dual channel on AM2 gives you even better value.
