Certain files not being able to be defraged...

I have a 36GB raptor and just reinstalled CS:Source on it and now when I go to defrag it, it says certain files are unable to be defraged. The certain files are:

Steam\SteamApps\day of defeat
Steam\SteamApps\source sounds
Steam\SteamApps\counter-strike

I was wondering what makes this happen and is they any way to make them able to be defraged?
 
Are you using the built in program in XP , or even using XP. If your not using the built in which program are you using?

Since therte is a few good alternatives to replace the defrag built into Windows, it can make your question not as easy to answer.
 
Im using XP Pro with the built in defraging tool. Would another 3rd party program help?
 
You can also have problems if the disk is to full and there isn't a space large enough to move the files to.
