Help, P4 3ghz cpu clocking down when windows starts *2ghz*

I know this isnt exactly a help board.. but i figure if i can get an answer ,, it would be here..... My p4 3ghz processor is clocking down below 2ghz *1995* when windows starts up... (asus mobo) i can reset the bios *take battery out* then restart.. go into the bios , and it will show me back at 3ghz .. but when windows starts up .. it slows me back down.. and if i restart and go back to the bios .. it shows me slow also *1995 ghz* ..
any ideas?

it is call speedstep - when your not stressing your CPU it clocks down to save poer.

go run SuperPI then check yours speed, or run anything that will stress your CPU and check speeds.
