Video overlay and games.

Is there an application for windows which would allow you to run small windows always on top of fullscreen games. For example a mpeg/divx movie, music with visualization or tv card software?

I understand it will take some processing power and might disrupt games framerates. I know some games have a window mode feature, but this reduces the game window considerably.

Any recommendations or ideas?
