Converting Mpeg to Mpeg 2 and burning them question

Does anyone know how you can take a mpeg format video file and convert it to mpeg 2 format for use on home DVD players? If someone could provide a tutorial or recommended software please do. Thanks!

There will be a program that can do it. Google is useful for this kinda stuff. If you have an X1K card CCC will do it via the AVIVO encoder.
