IE/Explorer new window=menu change

This has happened several times for me, sometimes when only trying to open a say, 6th IE window, or a 2nd explorer one. Spybots' teatimer reports it as a registry change to "ietoolbarlayout". Basicly the file/view/etc menu disappears. Closing all IE windows seems to fix that, but for explorer, it seems to require a reboot. Are there any workarounds or is this just windows for you? :p

Hmm, it seems to be more serious than that. I can't open more than about 8 apps, no matter how little RAM they use... right clicking is disabled, too... it goes away if I close one program (lets me run another) but still...
