Hi, I currently have an X700 PRO, and am looking to upgrade.
I play america's army and use photoshop a lot.
i was wondering if this was a good choice.
I am stuck with PCIe not AGP.

I have a Gigabyte X1600 in my secondary system and it works great. Should perform better than the X700, but not necessarily by a huge ammount. 2D quality should be the same for either one, but the X1600 will have the video acceleration and will probably get more driver updates and optimizations. You can find one a lot cheaper than your link if you shop around (newegg, zipzoomfly).
 
there is hardly any point of upgrading. i would go for a x1950pro or a 1950gt because that is where you will see a decent perfromace increase to justify upgrading the graphics card
