That is only open when i use services.msc,

Just a thought again, but why not do a clean install of windows.

Ah wait a minute you got me lost there for a min lol

System Idle process of 99% means 99% of cpu resources are free for use.
open task manager and note system idle process while you open some program how it goes down because that program will take % of cpu.
Anyhow sorry I got confused in first and I misunderstood you.
