Angry error loading drivers/x1600pro

just bought a radeon ati x1600 pro to replace a visiontek ati 9600 and im having trouble loading the driver...everything appears to go smoothly but i keep getting the error message..ati driver is missing or not functioning please load driver...if i try to load driver without uninstalling all ati, i get an error message...setup failed to run (0x80040707)...i downloaded the latest driver and got the same number with a larger error message...unhandled exception. error number(0x80040707) Description Dll function call crashed: ISLAYER.ISLIsATICard.setup will now terminate....Device manager says the driver is loaded, add and remove table lists it but gives no file size, CoD2 gives an error message concerning DX9 (i have DX9c installed) I have tried installing just the driver, driver and hydravixion (i run 2 monitors) catalyst and driver, i downloaded the latest software suite from AMD and still cant get the card to run on the right driver,a generic MS driver runs it instead. catalyst and hydravision will not run untill the ati driver is in place...i have reinstalled the visiontek with its software and this card runs well .....are there issues with the x1600pro...did anyone else experience these issues and how can i get the right driver in and rcognized?

That program has done many things for me. in installing problems. TRy it its a small file should take you 5 min to get it over with. though it removes unused and messed up rege files. other than that you can do a windows in a new folder. which should give you the answer if hardware problem or not.
