Lowest memory timings you mean? And are you referring to ddr1 or ddr2? And what kind of frequencies are you talking about, stock?
I think the lowest timings you will see for ddr would be 2-2-2 and for ddr2 I believe it is 3-3-3 but I am not positive of that.

Timings depend greatly on frequency and voltage. My current 2X1GB Mushkin XP2-6400 will do 3-3-3 at DDR2-667, but 4-4-4 at DDR2-800.
The screenshot below was with my old 2X512 OCZ EB rev2 PC2-4200 DDR2 RAM using the tightest timings possible at the highest speed (vdimm was either 2.2v or 2.3).

5-5-5-12 at DDR2 900. I know it's unstable at 4-4-4-10, but it runs at 5-5-4-10 ok (at 900). I'm going to do some more tweaking now and see what I can come up with.
