What are the lowest times out there?

Please state the modules your are using and the volts you have used.

Lowest memory timings you mean? And are you referring to ddr1 or ddr2? And what kind of frequencies are you talking about, stock?

I think the lowest timings you will see for ddr would be 2-2-2 and for ddr2 I believe it is 3-3-3 but I am not positive of that.

Im keen to know about DDR2

I doubt there are many modules that are at 3.3.3.10 stock...

Frequency can be as high or low as you want...

Timings depend greatly on frequency and voltage. My current 2X1GB Mushkin XP2-6400 will do 3-3-3 at DDR2-667, but 4-4-4 at DDR2-800.

The screenshot below was with my old 2X512 OCZ EB rev2 PC2-4200 DDR2 RAM using the tightest timings possible at the highest speed (vdimm was either 2.2v or 2.3).

460 3-3-3, good for 480 but I don't have a screenshot there. Generally stuff thats speced at 333 CAS 3 can at least break 400 when given proper voltage. Like this set, Team Group Xtreem PC2-5300 with 2.6v.

OCZ EL DDR2 PC2-6400 Platinum Dual Channel

4-4-4-10-16 @ 400MHz & 1.95v
4-4-4-10-16 @ 468MHz & 2.3v
5-5-5-15-22 @ 504MHz & 2.3v (I know you said lowest, but just in case you were curious)

Whoa some of those times are insane! Keep them cumming, I'm trying to find some decent low latency ram modules for my next build.
