broken card?

I have an old Ti4400 that doesn't seem to work, is there any way to find out what's wrong with it? If i put it on my board and boot up, the card fan doesn't come on and my monitor stays dark. The card didn't top working on me, I got it and it doesn't work

try it with another monitor or in another computer.

Tried that, still nothing, guess it's just fried? Can those things be repaired?
