My default system allows me to get 43FPS in fs9 at startup.

I overclocked my 2G/3200+ up to 2.5G/4000+ (FSB to 250, RAM/HT still at 200/1000). I noticed 43FPS still. So I figured my CPU musn't be the limiting factor.

I used clockgen to lower my FSB and RAM together so that CPU was at 1300, FSB and RAM were at 130. Guess what, 43FPS.

So I lowered the PCIe bus to only 50MHz and still got 43FPS.

I figured it must be graphics so I reset my system to normal speeds, got Rivatuner, and changed my 400/400 into 500/450, and I still get 43FPS.

What have I missed?
 
I guess I'm not sure, how can I be sure?

EDIT: It does stick according to the graphs.
