Building a rig for my friend

E6300
GA-965P-DS3
2x1gb G-Skill DDR2 667
COOLER MASTER RS-550-ACLY (550w w/ active PFC)
Evga 7950GT KO
etc etc

Won't post. It turns on for about 5 seconds and then shuts off. Then after a few seconds, it will turn itself on again and do the same thing. Over and over.

Set it outside the case, same thing. However, if I unplug the 4pin 12v, it doesn't shut off on me, but still doesn't post.

Any idea what could be the issue here?
 
If it doesn't have a newer BIOS it may be your video card. It is known to have issues with the 7950 cards when an old BIOS is used. Let me know if that fixes it. You're going to have to use an alternate video card to get it to post so you can either check the bios version or flash if necessary. I had the same problem.
