Ive determined the hard drive im having problems with has about 33 bad sectors on it. Is there anyway to fix it?

Once the sectors have been identified as bad the hard drive should no longer read/write to them. But- there is some risk to your data if more bad sectors show up, it may even be a sign of a failing hard drive. If it were my drive I'd either pitch it or put data on there that I don't have to keep.

Well there is no data on it nor was there ever any. Is there no way to repair these bad sectors to make any possible use of the hard drive?

Well if chkdsk or a reformat doesn't fix them, you're outta luck and I wouldn't use the drive since it isn't in use and could get only get worse.
