Software provides features for tv tuners?

Is it the software you accompany with the tv tuner card that provides all of the OS features. Like having a tv channel open on your desktop, recording, etc?

yes.

The tuners only provide the stream. The software is what manipulates it.

AHA! Now I can get one of the pci-e cards I mentioned on my other thread. I'll post my choices when I find one with normal RCA. (pci-e seems to be popular for S-video.)
