Large (250GB) FAT32 Partition?

I wanted to format my 250GB external HDD to a FAT32 partition so that both OSX and XP on my MacBook Pro can read and write to it. However, I read that windows won't let you create FAT32 partitions larger than 32GB. I know there is a workaround because on my desktop, I have two 116GB partitions and a 114GB partition that are FAT32, but I can't remember how I did it. Should I just use fdisk?
 
You will need a seperate formatting utility. qpart of acronis disk director should do it. Ranish if your into DOS.
