Where may a PLCC programing device be cheeply acquired?

Also, where may PLCC extractors (extractor tool for square-shaped FlashROM chips in socket) be cheaply acquired? (Cheapest I found at time of this post is like $12 USD at Radio Shack)

EDIT: DIP chip (long Flash ROM chips) compatibility would be nice but not necessary.

i used a very small flat head screw driver, and i mean very very small. like when you buy a set of "small" screwdrivers" and i used the smallest one. works great, better than a paper clip.

(its a very cheap solution)

A flat-tipped screwdriver works well for DIPs, easing up each side until it comes out. Or even a butter knife in a pinch works.

I have in the past used detal floss; it works quite well to evenly pull out the chip.
 
Radio Shack. $10. It does make extraction really easy. Good control. I've used other improvised ways that worked too and, in fact, I had some difficulty having the extractor fit in the corner slots but after a little wiggling it fit in just fine.
