Corsair dominator pc2-1066? timings advice?

ok so i know theres alot of threads on that i should u but all i need to know is. is it lower timings= higher mhz speeds? im at 1200 with stock 5-5-5-15, i think lol. so what im asking is what is the concepts ? lower latencies=higher mhz or higher timings= lower speeds?

typically:

lower timings = faster speed of the module

higher timings = higher FSB speed (mhz)

The chore is to find the happy median between the two.

im at 4-4-4-12 at 900mhz.....not even pushing them that hard though
