theres a windows powertoy thing that you can install... select all the images you want, right click on one of the selected images, and click resize images. A lil box pops up asking what res to size down to... and walla... every picture resized.

Batch convert in XnView or InfranView also works, you can set an additional "filter" under advanced options.
