Best Intel CPU for passive cooling?

What would be the fastest C2D CPU you could run completely passive using a thermalright 120ultra or something like that?

Assume almost no airflow and a hot day (my house gets up to 40'C some days in summer)

any core 2 duo and under volt it in the bios.

How bout QX6850, looking at the uvoc polling I think it is possible.

Or 45nm cpu, I guess that their Vcore could go lower < 1.0000 Volt when uvoc while still has enough power to do a serious processing !

passive... well i would say any core2 duo since they are all pretty much 65watts unless you look at the EE's. For passive though you want a ninja since the fins are not so tightly packed togther.
