24 pin mobo wont power on with 24 pin PSU

A friend of mine just completed a new budget build with a 24 pin ECS board.

Anyhow, the PC only powers on when he has the 24 pin PSU, with the 4 pin ATX not plugged in. If he utilizes the 4 pin as well, it wont power on.

I told him to contact the manufacturer, but any ideas in the meantime?
 
Is the supply big enough? most cases still on the market that has a power supply only provide 350w or so...modern computer's need at least 450w bare minimum. If you have a 350w then trash it, give it away whatever, and get a 450 or better. Could be that the 12v rails don't give enough amps (current).
Also take note of your fan rotation speeds b4 and after changing supply...long ago I upgraded my 300w supply to a 450w and my fan speeds jumped by 100rpm, and I was able to achieve a little more mhz's out'a my ol PIII.
