Yep, that cpu should do 3-3.2ghz on decent air cooling, more if you are lucky.

If you post the rest of the parts you are thinking of we can chime on those as well.
 
Yeah, I'm going to be helping my buddy build a budget gaming rig and I'm suggesting he gets the E2160 ($10 for a x9 multi over the x8 of the 2140). There are enough decent mobos and ram to get these procs to 3GHz+, match it with an 8800GT or a 38x0 and you have a pretty damned good gaming rig for sub $700.

2 x 1 ocz system elites $100 (when i bought them)

OCz to 3ghz with stock + 2 increments, 1.3375v = 375 x 8 = 3ghz, ram runs 450mhz (ddr900) @ 5-5-5-15-2T

edit: forgot cpu thinking a bout E2140, or should i get the E2180? and whats a good cheap heatsink for it?
