Texture fillrate waay to low

now, look at this



notice anything? yes the texture fillrate is less then half of what it should be,

now you think that was low? that was only at oc'd speeds, this is what it shows stock



so whats going on here? should I RMA?

btw my friend has got a Sapphire which reads out well, I have the Jetway, also i've done the Bios softmod, but I used the original Bios
