can't change multiplier

I'm trying to test out my new system. i can get it to run fine @3.4-3.6 for every day use sut if i prime it it restarts the whole pc after about 2 hrs, it doesn't fail prime but just restarts. I want to test my board out to see the fsb limits and voltage requirements but even with the multi set to 6 in the bios once i'm in windows it's at 9. system is in sig.
 
If it restarts when priming, it's failing. It's a more final failure than a simple error output in Prime. To drop the multi, you have to disable C1E & EIST in BIOS.
 
both are off. the post screen shows the setting i make but once in windows it is at 9x no matter what.
