If you are using a tec with watercoling is a cold plate needed?
When is a cold plate needed?
 
If you are using a tec, you should be using a cold plate ;)

If you don't, the tec can only cool at the area of contact. This greatly reduces its ability to move heat.
 
I thought the Tec cold side is what went against CPU then Water cooling gear went on the hot side of Tec.

Yes, That is correct but think about it like this. Lets say your CPU IHS is 1" x 1" and your TEC is 2"x2". With the use of a cold plate, you allow more of the cooling to be put into the processor. Without one, you only benefit from 1/2 the TEC. I'll paint an example...

In A you can see that the heat of the CPU gets absorbed into the plate and can be spread across the TEC while in B it only meets the center.
