We will need a ton of more info, I will have to shoot in the dark here since you don't give system info or anything.

From looking at the picture (and the partial background shot), I assume this is Vista, correct? If so, do you have UAC disabled?

If so, disable UAC. I have some instructions here:

Once you get it disabled, try again.

Did you disable UAC? You are no longer getting those popup windows, right?

Do you have any anti-virus or anti-spyware programs? It sounds like something is preventing it from running correctly.
 
i have nortan 360 but i installed it b4 with that enebled n i just installes the sims 2 like 3 hours ago so i don't know

I'm sorry, but I'm having a very difficult time understanding what you are trying to say, can you please use proper grammar?

I would suggest disabling all programs and trying again.
 
sorry i said that i installed that program before and it worked fine i also installed the sims 2 aswell
 
The last time I saw a similar issue (on XP mind you) was unresolvable other than via Dial-A-Fix. It's a program designed by a user on SA's SH/SC forum for fixing various Windows system issues and it works quite well. It basically borrows information from several MS knowledgebase articles and automates the repair process. Technically it's not designed to fix installshield errors but it's worth a shot as it worked for me in the past.

It may not work for you with Vista (IF USING 64-BIT VISTA DO NOT USE IT) so just a possible warning there.

Additionally you could try uninstalling installshield, deleting it's folder (if still there in /program files/ [or wherever it's stored in vista]), and reinstalling installshield.
