Did you disable Tablet PC services? It's part of that package.

Yep thanks! I tried googlein it the first time and i didn't see anything. then i posted and then started googlein it again and found the answer. but i'm not sure how the tablet pc service got disabled. I never did it. I thought it was an update. Kinda like when the search function on the right click menu disapeared
