Which of these CPU's would you buy?

45nm's run cooler, or more specifically, dissipate heat better, because there is less of it. As a result, OC better.

The way i see it, you have 4 choices:

e7200 - budget but OC's to 3.4 - 3.6 easily. 3MB L2 cache.
e8400 - can OC to 4.0 easy as pie. Possible 4.5 - prob your best option. 6MB L2 cache i believe..
Q6600 E0 SLACR - best quad for the money.
Q9xxx - No compromise 12MB L2 cache FTW. But... Expensive.
 
I'd go with the 65nm Q6600. It's a 65nm so it can take a pounding heat-wise, and (if you can get a) G0 revisions OC very nicely. using one in my current build.
