I want to change my system language to Italian, but I can't find the language pack to do so. I've looked all over microsofts website and google. Anyone know where I can look? I have Vista home basic x64

Multi-language support is only available in the Enterprise and Ultimate editions of Vista.

Windows Vista Multilingual User Interface Pack (MUI).* Windows Vista MUIs provide a translated version of most of the user interface. MUIs require a license to be used and are only available with Windows Vista Ultimate and Windows Vista Enterprise. If you are using Windows Vista Ultimate, you can download MUIs by using Windows Update. If you are using Windows Vista Enterprise, contact your system administrator for information about installing additional languages.

Windows Vista Language Interface Pack (LIP).*
Windows Vista LIPs provide a translated version of the most widely used areas of the user interface. LIPs are freely available to download, and most LIPs can be installed and used on any edition of Windows Vista. Because not all of the user interface is translated, LIPs require at least one parent language. The parts of the user interface that are not translated into the LIP language are displayed in the parent language. When you download a LIP, you get the parent language requirements for that language. The parent language pack needs to be installed before the LIP can be installed. For more information, including a list of languages available for downloading, go to the Microsoft Local Language website.

I appreciate the clarification, but the OP was asking for a language pack, and as you quoted...

MUI is defined by MS as:

"Multilingual User Interface Pack is a set of language specific resource files that can be added to the English version of Windows Professional. When installed on the English version of Windows, MUI allows the user interface language of the operating system to be changed according to the preferences of individual users to one of the 33 supported languages".

Referencing TechNet, "Microsoft Windows XP Professional Language Interface Pack (LIP) is a high-quality, localized "skin" for emerging or minority language markets, such as Catalan, Lithuanian, and Thai.

Frequently Asked Questions
Windows XP Professional Language Interface Pack (LIP)

"The main difference is in the level of localization in comparison to MUI packages: LIP packages provide the desktop user with an approximately 80% localized user experience. In addition, LIP doesn't allow users to switch languages. Once a LIP is installed, all users using that machine will have the same User Interface (UI) language. "
