Frozen bios

When I am overclocking some times my bios is just frozen on the screen. I am wondering is this due to a lack of voltage and if so what needs the voltage my cpu or my ram or my north bridge...etc

My goal is to achieve 4.5 ghz i am at 4 with 1.392 volts. Is my ram the reason that my cpu wont overclock that high?
