Motherboard or PSU

Pc use to OC well and also ran just fine, Now when the pc is off for a long while and you try to boot it up it will start to load windows, then it will restart the boot up on it's own, then it will fully load windows after the failed shutdown screen and then it runs just fine after that. Now when i try to overclock it wont boot until the 3d try and then it only boots up to default settings.

FSP 400w PSU
1 LG 20X DVD±R DVD Burner
1 Hard drive
Celeron E1200 1.6GHz
GA-EG31M-S2 LGA 775 MB

My DVM battery is low so i will get a new one tomorrow

Start with the battery change. Components do age so it is normal to see some loss of OC because not all the components are as tight as they were.

My bad, saw the note on your voltmeter and mistook that for CMOS bat which lead me to believe this was an old system you've had for a while.
I would suspect a RAM issue if after you put the volt meter on it and find 11.58-12.12V.

Wingman, can you also get a look at your PS and MB capacitors, see if they are bulged or leaking?
