My mom found a good one today, no idea how she did it or how to resolve it (yet).
WinXP SP3 Desktop is the victim here... and my mom.
Whenever she clicks to open a program, double click icon on desktop or single click icon from Quick Launch, results in the shortcut properties to come up instead of the application. She says it started when she was using her email, Outlook 2003.
This occurs with any application regardless of the vendor.
Anyone come across this before? Personally I haven't and all the searches I found on Google seemed to be for laptops or involve some reg edits.
