I hope I am asking this question in the right place...

This question pertains to the system in my signature.:
I have been noticing that when any thing is moving on my secondary monitor (run by the 2400 pro in PCI-e slot 2) I hear noises coming from the speakers. Is this normal feed back or should I be concerned.

When I first heard the sound I thought it might be a capacitor dieing....

If the sound is indeed coming from the speakers and not the card itself, it could be you have a ground loop in your system. What type of monitor do you have? What speakers do you have connected to the system? Are the audio cables shielded and if there's a shield how is the shield connected (at the speaker's end or just the signal source)?
