USB HDD Transfer Rates on Vista

I just got my new WD 1TB external HDD and I have been seeing some very slow transfer speeds. I can try the same file a couple of times and get different results. Say i have a bunch of 800mb avi files and I go to move them to my ext hdd and I get a starting of 300kb/sec and then I gradually top off at 1.2mb/sec. I'll keep trying and eventually i'll get one of them to transfer at say 20mb/sec and it will finish in a minute or so rather then 5+ minutes. (Doing them one at a time not all at once)

Has anyone else had this sort of issue with Vista 32bit because I've been looking for over an hour now and I keep seeing a crap load of people with this problem bu no solutions. I should be able to transfer at faster then 1.2megs a sec over a usb connection.
