Looking for opinions on the absolute best lga 1366 motherboard when planning on overclocking to 4GHz.

Asus, Gigabyte, Foxconn, basically all the major players seem to be doing fine. Seems like hitting 4ghz depends more on the chip.
What's your budget? And just scope out the Intel Mobo section to see what most people are running.

Absolute best seems to be the classified, but i do agree alot of it is more about the chip , rather then the board , asus rampage seem good as well .

Agreed with the above posters. You would best served by buying a guaranteed D0 in your efforts for 4Ghz.
