Same idle temps with different cooler?

When i was using stock cooler my core temps(e8500) are 38C idle and 63c load.

Then i bought better cooler.Load temps greatly decreased(50c) but my idle temps are still 38c.

Is it because of wrong thermal sensor?

sounds right to me
ur stock cooler was not doing as good at load thats what really matters
ur ambient(house) temp makes a difference too...

You can try CPU Cool Down Test from RealTemp to see if you have stuck sensor(s).
But idle temperatures for 45nm CPU's means nothing, only load temperatures (distance to TJMax to be more precise) matters.
