rivatuner screenshot, is this normal

Please take a look at the screenshot of rivatuner that I attached. The core clock is constantly shifting from 500-650-500 over and over when I am not doing anything. I did not think this was normal. My old x1900xt stayed at one clock speed until I did something intensive.

Is there something simple that could be causing this as I have tried updating everything and tried so many different ways.

I just received this HIS HD4850 iceq 4 turbo 512 card yesterday from newegg.ca

everything is crashing to a black screen except for normal activities like surfing internet.

games and furmark are crashing.

this seems to be from lack of juice maybe? or some severe driver issue, also the card might be f****d up.. what PSU do you have?
