Is there a way to get a email back when others have read one you sent, like a read receipt?

It depends on the email service. Some email clients support read receipts, but if you receive a receipt back it depends on the receivers email service.

So yes its possible, but its unreliable, and depends on who the senders service is, who the receivers service is, and what mail client your using.

"Read receipt" with Emails doesn't exist, even when some clients suggest otherwise. There are webbugs which are more reliable but still not universal: proper mail clients don't load web content automatically when reading mail to thwart spammer address verification.
