how long are you waiting?
as it does take a while to start moving past 0% for some reason....
Have a look at your CD-ROM, is it still moving data off?

You probably aren't waiting long enough. I remember it taking about 10 minutes to just go above 0%, after that, things go quicker.

Try installing it off a memory stick, could be a error on the disk?

Sounds like a bad burn, try burning to a dvd from a different package, using a different burner using ImageBurn if you can. Before that, try ejecting and reclosing the cd tray. I remember having to do that somewhere in my 7 install, but I think that was when it said it couldn't find drivers for my cd drive..
