Ive decided to go to water w/pelt

I have come to realize that I am going to need to go to water when summer comes if i wish to run my 1.4ghz at 1.7ghz stable so I want to build something that will keep it stable at that speed.. now I am looking to spend under $200 (would like to stay under $150) for a nice setup with a peltier.

what i would like are your recomendations and suggestions
I will not be buying this for a few weeks at least but figured i could start looking around and gathering data..

I have purchased a pelt for my k6-2 to play with and experiment with..
