Strange windows 7 UAC issue...

been using wondows 7 professional, that my university has given me.

anyway, recently i've found that stuff i try and delete isn't deleting - anything that pops up a user accounts control message doesn't get deleted. i hadn't payed attention before, but today i tried pasting a file into the programs folder, to find it wouldn't paste. so i went to the UAC control panel, but anything with the blue and yellow shield logo won't open. i can't change any settings or delete any files, or even paste any files that bring up a uac warning.

i am the administrator of my computer, and thought i had full admin rights. i don't usually get stumped by problems like this, but this time i truly have no idea what's going on.

i'm completley stumped - i've performed a full virus scan with AVG, under safe mode (i still can't control UAC things under safe mode, either). are there any ideas?
