Can't shut down in Win98

My old pentium 100 can't shut down in Win98 - it just hangs on the screen that says "Windows is not shutting down". The problem remains even after I reinstall windows. Does anyone know how to fix it?

You can try this;
Run msconfig.exe, choose the "General" tab. Click "Advanced", turn on the "Disable fast shutdown" option, and click OK twice when you are done.
