GPU.
Your CPU score is pretty good, I get around 5000 with mine, so you are not too far off.
THe 9500GT is pretty weak sauce...

Why is it low? Have you checked the ORB against your card and CPU????? Also make sure AA/AF is disabled/app controlled and all settings are at PERFORMANCE and not quality. 3dmk06/benching is a race not a beauty contest.
